BRERETON  AND  RAVENHILL  PARISH  COUNCIL

 

Minutes of a Parish Council meeting held on line on Tuesday, 1st September 2020.

 

Present

 

Councillors TA Jones [Chairman], K Ansell, Mrs P Ansell, Mrs DM Easton, Alderman R Easton,  PA Fisher, Mrs W Fisher, Mrs G Harvey, D Johnson and GN Molineux.

 

Apologies for absence were received from Councillors Ms IJ Brown, JC Harvey and                     Mrs L Johnson

 

Mr PG Davies, the Parish Clerk, was also in attendance.

 

  1. DECLARATIONS OF INTEREST

 

No declarations were given at the commencement of the meeting.

 

  1. COUNCILLOR J HARVEY

 

Members were sorry to learn that Councillor J Harvey was not well and could not, at         present, attend Parish Council meetings.

 

RESOLVED

 

  1. That in accordance with Section 85 of the Local Government Act 1972 [as amended], the absence of Councillor J Harvey be approved for a period of six months.

 

  1. That the Parish Council’s best wishes be sent to Councillor J Harvey.

 

  1. MINUTES

 

RESOLVED

 

That the minutes of the meeting held on 14th July 2020, be approved and signed as a        correct record.

 

  1. POLICE

 

The Police were not in attendance at the meeting.

 

  1. PARISH HALL AND COVID 19

 

The Parish Council noted that following liaison with the Chairman of the Parish Council and the Chairman of the Parish Hall and Property Management Committee, permission had been granted for the Baby Shower on 1st August 2020, subject to certain conditions.

 

RESOLVED

 

That the action taken be approved and confirmed.

 

  1. FLYING THE RED ENSIGN

 

The Clerk reported that the Red Ensign was being flown to mark Merchant Navy Day on             3rd September 2020.

 

 

  1. COVID 19 – EXPRESSION OF GRATITUDE

 

The Parish Council noted that the Lord Lieutenant of Staffordshire had expressed his gratitude to all who had contributed to the fight against Covid 19.

 

Following consultation with the Chairman, a ‘thank you’ card had been sent to Alderman    R Easton and Councillor Mrs DM Easton for their work with the Parish Council during the crisis.

 

  1. PATH BEHIND AMAZON

 

Councillor PA Fisher advised that he had received a copy of the original planning permission for the site and had forwarded this to the Chairman.

 

The Parish Council noted that Councillor Fisher had been appointed Vice-Chairman of the Amazon Liaison Group.  He indicated that this would enable him to better pursue the question of ownership and planning history in respect of the path.

 

  1. ARMITAGE ROAD

 

The Clerk reported that the County Highways Engagement Officer had indicated on        19th July 2020, that she ‘should know more in the next couple of weeks regarding the timescale’.  An email had been sent by the Clerk asking for an update for this meeting but no further response had been received.

 

Councillor PA Fisher reported that County Councillor A Dudson had confirmed that the footpath between 155 Armitage Road and the Thompson Road junction would be returned back to its full width.  He had not, however, given an indication as to when the work would start.

 

In respect of flooding, the Parks and Open Spaces Manager at the District Council had advised that he could not install secondary barriers to a flood defence system without Environment Agency approval.  He had undertaken to enquire as to whether the Agency would have any objection to the proposal.

 

The Parks and Open Spaces Manager indicated that he had done everything possible to reduce the noise from the gate at the northern entrance to Ravenhill Park.  The Chairman, together with Alderman R Easton, agreed to put suggestions to the District Council in an attempt to finally resolve this matter.

 

RESOLVED

 

That the Clerk enquire as to whether any response had been received by the District Council from the Environment Agency regarding secondary barriers.

 

  1. NEIGHBOURHOOD DEVELOPMENT PLAN

 

Councillor PA Fisher enquired as to current progress on the preparation of the Neighbourhood Development Plan for Brereton and Ravenhill.  He referred to 10% more CIL monies being available once the plan had been adopted.

 

The Chairman indicated that he was continuing to work on the Consultation Draft of the plan.

 

  1. PLANNING COMMITTEE

 

RESOLVED

 

That the minutes of the Planning Committee held on 14th July 2020, be approved.

 

  1. DATE OF NEXT MEETING

 

The Parish Council had previously agreed that the next meeting would be held on

13th October 2020.

 

The Clerk undertook to liaise with Members regarding the format for the next meeting.

 

  1. PUBLIC FORUM

 

No comments were made by the public present at the meeting.
